hard steering

i have 2000 bayliner 17.5 capri with a 135 merc inboard and rack and pinion steering and an alpha1 outdrive. this is a two part question 1st i think the steering cable is shot. i tried wd40 then marine grease and it still steers hard. i read an article that says you should not grease at all. second would it be expensive to convert to power steering it is a 400.00 option when you buy the boat brand new. i use it primarily for wake boarding and i have a tower on it. or just replace the cable and rack.

You will still have to replace the cable even if you install power steering. The power steering will help in the long run as less effort needed to steer. Just replace cable for now and check other auction web sites for power steering component's. Hope this helps!!!
